The most probable explanation is that you do not have write permissions to the folder to which emds is trying to write out the input.dbf table. We have seen this sort of behavior especially with government computers that often have very restrictive policies enforced from above (e.g., can't write to subfolders under Program Files).
To test this, try creating the emds project under My Documents, and see if that solves the problem.
